I read Ian Duncan Smith was currently on the fence, but I have not heard about any other minister(s) opposed to it so far.

Both IDS and Hague have atrocious gay rights voting records, and both their leaderships were scuppered by them defending anti-gay measures (adoption ban and clause 28, respectively), but post hotelgate it'll be interesting to see which way William Hague swings...
